The Human Genome Project's 2003 announcement was not the end of it: the last eight per cent, mostly repetitive regions no method could read through, was only completed in 2022, and those regions are the difference between 3.1 and 3.2 billion. The 'finished' genome of 2003 had hundreds of gaps that were known about and left in, so a count taken from it is genuinely smaller rather than merely less precise.
